This sounds like as you have explained the removal of the factory fitted stereo is connected to the controls/ steering column by fitting the new stereo some electrical items remain unconnected. The volume control may be in circuit.
I have experienced this before on other models when fitting non factory extras.

SOURCE: Cruise control on my 96

I dont know if they had it in 96 but there is something called a speed control deactivation switch. Maybe check your owners manual about that.

Although I don't think the cruise is an issue for safety, reach in under hood , or in grille area and find your horn(s) and just pull the connector off them temporarily, so they won't blow & put fuse back in and see if cruise starts to work again. It's not unusual for circuits to be labeled wrong or not at all in fuse panels. Then you can turn your attention to horn problem.

Check the fuse for your cigar lighter/horn. I've seen the fuse blown from the lighter shorting. It will caue the cruie not to work also. I hope this helps. Good luck.

This is caused by the IAC valve. Over time the valve becomes gummy and inoperative. Get it replaced and the problem is solved. IAC stands for idle air control, hence the stalling concern.

If the horn nor the steering wheel mounted cruise control switches work, it is likely that the problem is the contacts that are in the steering wheel and the steering column that send the signal for these switches. You have a circular type contact that rotates with your wheel, and a stationary circular contact on you steering column that the steering wheel fits over. Good Luck. I have a 94 vic lx. Cruise control has worked fine. All of a sudden it stopped working, no cruise light on dash, fuses are good.

since the fuses are ok i would try the servo this is the piece that looks like two face. it has a solid back on one side and a rubber front on the other it should be around your master cylinder. check to make sure that the wires arent frayed or have come loose.

My '89 Crown Vic keeps blowing brake light fuses. Does fine until I use cruise control then blows fuse. Still has parking lights and signals but no brake lights. Has happened repeatedly. Now I don't use...

check under the dash st the brake pedal,there is a brake light switch which is tied into the cruise control,you could try unplugging that and see if it fixes the problem(remember you will have no brake lights while it's unhooked) if the problem is gone replace the switch.
