When you switch the lever on the steering wheel both high-beams will flash but not stay on. If I switch and release it gently, they will. Unfortunately that doesn't fly with the inspection place. I imagine I need to change the bulbs or there might be dust in the sockets. Is that my problem? If so, how do I access and change the high-beam bulbs?

No just remove the bottom cover then you should be able to push the upper cover up enough to clear so you can get to the 2 screws in the switch then remove and disconnect the connectors.
If you can not get enough clearance with the upper cover on then you will have to remove the ignition lock cylinder to remove the upper cover. To remove lock cylinder just turn to on position then look under the lock cylinder on the steering column and you will see a small hole,take a pick or small screw driver and stick it into hole to push button on lock cylinder then pull it out.

Try headlight relay, could be fuse as headlight flash is on different circuit i think, or could be hi-lo beam switch, good luck

to turn off auto dimmer there will be a dial behind the headlight knob. There is a min to max, if dial is turned to min the auto dimmer will be turned off. Moving the dial between dim range and max with change the distance from other cars that the high beams will go off at.Max increases the distance from other cars that it will turn off at.
