The rotary control switch on the dash controls the blower motor for the A/C. The A/C will not turn on unless the blower motor is functioning properly. The passenger-side radiator fan will not turn on until the A/C begins running. BUT the driver's side radiator fan should always work. Ergo, check the function of the blower motor (located underneath the dash behind the glove box). Usually when it goes bad, it's because of the blower motor RESISTOR (mounted inside the blower motor housing). When the resistor goes bad, the blower motor shorts out, causing it to fail. The switch rarely ever fails. The radiator fan relays are located next to & on both ends of the radiator. Check them too. In the link, the blower motor RESISTOR is #5. Common causes for blower not working are the switch and resistor. Could also be the motor itself.
Troubleshooting the switch and resistor can be done if you have an ohmmeter. Sometimes you can tell they are bad due to signs of overheating. If you would like more troubleshooting steps, please let me know.
I believe that these are two separate problims. The Heater fan stops working because the blower motor resistor block is bad. This is a common problem on the 03 Grand Prix. You'll need to remove the blower and replace the resistor block. The blower is under the center of the drivers onsole.
It sounds like your cabin air filter has stopped up common problem on these cars. You have to remove the glovebox to get to it. If this filter stops up, your fan will be running on high but hardly anything will come out of the vents.

Hello picotto2006....Your beemer blower motor has a resistor that controls and regulates the voltage and speed. This has been known to to fail due to intensive heat. A lot of beemer owners have replaced the orginal factory resistor with an aftermarket upgrade. It is a rectangular plastic or fiberboard unit and should be bolted to the base of the heater box. This resistor has most likely failed. Replacement cost is about 75 dollars for the E46. Attached is a picture of the resistor.
