After it rains, the belt on my van squeals really loud. replaced belt and everything is fine but when it rains again it starts squealing again. Is there a seal problem or what would you suggest to keep this from happening
The serpentine belt tensioner is a spring loaded device that pulls the right amount of pressure to keep the belt for falling off, as well slipping.
This unit has a short life span, that of the belt, and in most cases it is recommended that it should be replaced at the same time as the belt.
I am 90% sure this is the issue.

TSB 07-09-99 (AllData has an article about it). Pulley guard/pulley shield" (Chrysler Part # 05003480AA). It calls a longer bolt to hold both (# 04556218). The bolt is not needed. Essentially this is a washer that keeps the belt from slipping off.

Belts stretch from new. Try to tighten them again. Hopefully the are not glazed or this may stay with you.

The Power Steering Belt tension requires adjustment, to give it more tension, to cure the slipping, resulting in the squealing, or perhaps renewal, due to cracking or excessive wear.
Your Power steering Belt, belt is your primary problem.

Change the belt tensioner. It may be losing spring tension. Also belt dry out quickly try some belt dressing sold at any good outo parts store.

You didn't mention the alternator, power steering pump, or water pump. In fact, any pulley other than the crankshaft one can have a bad bearing or dry seal. Remove the belt and spin each pulley while listening for any rough noise or squeal. If it was the crankshaft, it might be time to check the oil. Start the engine with the belt off to see if it does squeal. Make sure the noise isn't coming from the radiator fan(s).
