its built into the throttle body , it is serviceable tho . its on the top of the throttle body , 2 screws if i remember right . in back of the 2 injectors .

It is part of the fuel injector inside of the intake manifold. You have to replace the Injector Assembly which is called the "Fuel Meter Body Assembly"

The fuel pressure regulator on that Vortec engine is under the upper intake plenum, on the back side of the central fuel injector. It is held on with a slide clip.
The fuel pressure regulator on your Safari Van with the 4.3 Liter Vortec is located inside the upper intake plenum.Your intake plenum must first come off before your can access it.This is about an hour job for the skilled technician, add a little more time for the diy'er.Hope I could help!!!!! The fuel pressure regulator is located under the upper intake manifold or plenum. This large aluminum casting must be removed for access.I assume this is a 454 c.i.d.old body style pick up. 2000 was a split year for GM. Both old and new body styles.
Yah, I'm thinking weak relay, or faulty pressure regulator for starters. Can't blame the pump, if it isn't getting power to run it. Also make sure ground is good. Filter has been changed.?That's why I would have confirmed power to pump before I pulled the first one out. Check on ( Autozone.com ) for fuel system components, electrical, relays etc that are associated with your vehicles fuel system.
