1999 vw heater blower dont work

there is probably no voltage in the system, just because the fuses are ok it dont mean that there is a voltage check for voltages prior to the fuses

Following wiring from the blower motor back to see if there is a short somewhere in that part of the harness, also check the relay.

CHECK BLOWER MOTOR FUSE AND RELAY.IF ALL IS GOOD.BEST TO REMOVE BLOWER MOTOR HOTWIRE IT.IF DONT WORK REPLACE BLOWER MOTOR.IF BLOWER MOTOR WORKS.YOU HAVE FAULTY CONTROL SWITCH OR MODULE.BESURE TURN OFF RADIO FIRST YOU NEED TO REMOVE NEGATIVE BATTERY CABLE.WAIT 15 MINUTES BEFORE WORKING UNDER DASH.THIS WILL DISARM AIRBAG AND BCM UNDER DASH.YOUR BLOWER MOTOR UNDER DASH ON THE PASSENGER SIDE FAR TO BACK.YOU NEED TO REMOVE BOTTOM PANEL TO GET TO IT.

CHECK HEATER AND AC IGNITION 10 AMP FUSE UNDER HOOD JUNCTION BOX.IF ALL IS GOOD CHECK BLOWER MOTOR FUSE AND RELAY.IF ALL LOOKS GOOD. TURN ON CONTROL SWITCH TO CHECK TO SEE IF POWER GOING TO BLOWER MOTOR IF YES BLOWER MOTOR BAD.IF NO POWER GOING TO BLOWER MOTOR FUSE AND RELAY GOOD.YOU HAVE BROKE WIRE BETWEEN SWITCH AND BLOWER MOTOR OR CONTROL SWITCH FAULTY. TO GET TO BLOWER MOTOR ITS LOCATED UNDER THE DASH ON PASSENGER BEHIND GLOVE COMPARTMONT YOU DONT HAVE TO REMOVE GLOVE BOX ITS JUST BELOW IT FAR BACK.YOU NEED TURN OFF RADIO FIRST THEN DISCONNECT NEGATIVE BATTERY CABLE WAIT 20 MINUTES THIS DISABLE AIRBAGS AND THE BCM.REMOVE BLOWER MOTOR HOTWIRE IT TO SEE IF ITS WORKS. IF NO BLOWER MOTOR NO GOOD.IF BLOWER MOTOR GOOD THE AC AND HTR CONTROL SWITCH IS BAD DEALERSHIP FIX.

fuses are the easy thing to check just pull one and look at it if you see a burned spot replace it, checking relays and blower motor resesters and blower motors are harder if you dont know how to do it. there best left to a shop to check.

It is possible but not very likely. check your floor console fuse block and look at fuse 25(blower) or fuse 26(temp motors)

Check heater blower motor fuse,
Check operation of blower motor control relay,
Check blower motor not faulty- will run if 12V power directly applied to it.

if its work in only low speed u have to replace the blower motor resstor which located close to the blower

yes, it's called the load reduction relay and it is in the 13 fold relay panel under driver side dash.
