SOURCE: shocks/struts on 94 mustang gt
no, just replaced mine, springs are independent of shocks and struts
SOURCE: 2001 Pontiac Grand Am SE rear tires and struts scraping
struts frozen or not will not control how close the tires are to the strut. The tire and lower portion of the strut move of one. The compresson/rebound point is about the strut base
SOURCE: Changing front shocks and struts
there is usually three nuts on top of the strut in the engine compartment and two bolts at your spindle and the strut falls off

I had the same problem - you need to replace the strut mounds - there was a recall on the mounds for the same problem.... my noice was very very bad - and once I did that it was all over, talk about a happy person...
good luck
SOURCE: Shocks or struts?
I have 161,000 on my 00 Runner. Have had the shocks/struts changed TWICE.... (thats cause I have FUN with mine over the years) Personally, I would go with what the dealership says, then just replicate that at a good shop for cheaper price.
