Battery good, power everywhere but when ya turn the key nothing happens... nothing. My cousin said she had to put it in neutral a couple times to get it to start..
On the Kia Rio, the switch is inside the transmission, but the shifter cable connecting the shift lever inside the car to the transmission shifter on top of the transmission must have minimal play. By removing the air ducting under the hood next to the battery, there is clear access to the transmission linkage. Remove the nut and bolt and the damaged grommet will come out. You can replace the rubber around the metal core of the grommet by a short piece of 3/8 " OD hose and that should get you back to reliable starting.
If it's an automatic gearbox vehicle, then check the operation of the gear selector switch within the selector mechanism. Most autobox vehicles will not start unless this switch sends a signal that the car is in either park or neutral.

Did you bleed all the air out of the cooling system after you put all the coolant in?
Some cars may not start, because the computer thinks there's no coolant in the engine.
Hope this helps.
A mechanic would check for voltage at the starter. You should have battery voltage on the large cable, and power on the small wire when you turn the key switch to start. There is a clutch switch or neutral safety switch in the circuit between the starter and the key switch that could have failed.
2004 kia rio's sold in the us do not have a factory installed immobiliser. you may have another issue, if it is an automatic transmission I would check the neutral safety switch, the next time is does not start, put the car in neutral and see if it starts, if it does you may have a bad switch.
Lisa, how long was the key in the one position? For the heck of it, put the car in neutral, and try to start it. It's possible the neutral safety switch is bad, which could cause the problem. It should start in neutral if that's the problem. Let me know if this works, if not, I'll help further.
I would guess starter fuse first, then starter. When you turn key, if you don't hear a click, you should focus your attention on the fuse first and then the starter. If you hear a click, then most likely (80%) its the starter solenoid. try to start the car in neutral to rule out the neutral safety switch...good luck
