Question about Cadillac Cars & Trucks
2009 STS. Steering wheel warmer not working, and horn is suddenly one tone and wimpy. Could the steering wheel warmer be a fuse problem? Horn started out with either 2 or 3 different tone. Very well-maintained vehicle, 54000 miles.
Usually the wire from the steering wheel is Green w/Red and the wire to the horn from the fuse box is White. There is only one fuse, sometimes shared with the emergency lights. Check to see if there is power to the horn itself with a volt meter.

The problem can be with the horn pad, the horn relay or the horn itself. Find your horn relay, it should be in the engine compartment fuse box. Remove the relay and test for power at the legs. there should be two legs that have power. If there is power there, take the cover off the relay and plug it back in. Squeez the relay points together and see if the horn works. If the horn still does not work, it is probably the horn itself. If it does work it is probably the horn pad, but you don't want to mess with that because of the air bag. Let a pro do it.
All of this is predicated on the fact that you have checked all the fuses.
Hope this helps

Testimonial: "The advice given was excellent. I'm not mechanically inept, so this advice will get me pointed in the right direction. Thanks Again!"
The clicking you hear is the horn relay working.
I would locate the horn and insure the wiring is intact and the horn has a good solid ground.
Then while someone is pressing the horn button measure the voltage at the wire that attaches to the horn to ground. If you get 12v or more the horn is bad. If you don't get any voltage replace the relay
