They sure can. Some parts stores like Pep Boys carry not only the original lug nuts (19 mm), but also carry the two studs you need. Remove the wheel assembly and with the two broken studs, take a hammer and on the backside, you'll see a hole to line up the back of the stud, and smack it out with a hammer. To install, if you have an air compressor, put each of the new two studs in one at a time an d buy a regular nut with about an inch of spacers over the stud and then zap it in with an impact wrench. Instead of spacers, I used a huge nut. For safety's sake, take care of the two broken studs as soon as possible, for if left too long, the wheel could fly off while driving. Even if you just remove the two broken studs, put the wheel back on and take it to any shop, they'll be able to zap the two new studs in.

SOURCE: tire stuck/lug nuts removed
use 3lb sledge on inner edge of rim be careful not to damage rim rubber mallet won't provide enough shock to loosen rust. ps leave one lug nut on so tire won't fly off.

SOURCE: steering wheel WONT lock when key is removed
The steering wheel lock is a mechanical device not electrical. It is possible that when the coloum dropped and you replaced it that it was not aligned properly so it can't engage. Also depending on just how much force was exerted when the shaft, as you call it, dropped it my be damaged.
As for the cruise control, if it's located on the steering wheel it is most likely that the connector plug came lose. Just follow the shaft to the base and you will see a bunch of connectors, make sure they are all secured properly.

On a lot of models the nut is welded to the arm and does not need to be held. Try turning it and watch the nut. If the bolt comes out it sould go back in the same way. Be careful not to over tighten - if the threads are stripped the nut will have to be replaced.
