starting fluid is a thing of the past. dont use it. this car doesnt have a carb, its a throttle body/ electronic fuel injection system. you most likely have a fuel pump or fuel pressure regulator issue. test the fuel pressure, should be anywheres from 35-50 psi

I have a 1988 Ford Ltd Crown VIc and the heater motor speed fluctuates according to the motors RPMS. Is this related to the vacuum system?

No, it would be the charging system. As the engine RPM increases, so does the output of the alternator. If the battery is weak, or maybe the alternator is overcharging. This is where I would start to look. But the fan motor is electric, has nothing to do with vacuum.

Hello? Emission problem 1994 crown vic here...

I owned one of these. There is a groove under the butterfly horn of the throttle. There are 8 bolts and a $10 gasket. Often the EGR passage is clogged and it throws off the calibrations and when you clean this groove the engine will run much better.

I would visually check for spark at the plugs, to make sure spark is getting to the plugs. If spark everywhere, use a gage and check proper fuel pressure and fuel injector pulse.

buy a cheap volt meter check voltage on both sides of the starter seleniod on the fenderwell if you have 12 volts on both sides while cranking test voltage at starter if you have 12 volts at starter with fully charged battery and it doesnt start you will need a starter it also sounds like you might need an alternator once you can get it started
