You have to code set for the TCC so now you have direction for a fix.Use a good scan tool to check on the TCC condition and related control of it.

This code has to with the TCC - Torque converter clutch
P1744 TCC TCC The PCM picked up an excessive amount of TCC slippage during normal vehicle operation. TCC slippage/erratic or no torque converter clutch operation. Refer to Diagnosis By Symptom in this section. You'll need to pull the transmission out an replace the torque converter ! Your better off taking to transmission shop an having a proper diagnosis done !

2001 ford windstar. i just got this car 2 days ago.. sometimes it will shift hard from 1-2 and 2-4 I checked it with my scaner and i get p1744, My scaner tells me that the MIL should be on but...

That code is a transmission code for the Torque converter being stuck in the off Position.

P1744 Torque Converter Clutch System Stuck in Off Position

You will need to have the transmission checked. Due to the cost of transmission repairs, if you have a warranty that will give you the option of returning the vehicle and getting your money back I would do that. It is likely they were aware of the transmission problem and simply cleared the code thinking it would make it past the warranty and it didn't.
