Brakes locked-up, moved car and burst brake line. replaced brake line and powerbrake booster but still brakes are locked. could it be the electronic brake control module?

You have a bad sensor at one of the tires that need replacing that operates ABS and traction control. If you take it in to a shop it will run $130 but they can find which sensor is causing the problem. But if you do it you might have to replace all 4 sensors to make sure you got the right one. Every hard to diagnoses. Its better for the shop cause they can get electrical read outs for each sensor.

The brake shoes likely need adjusted.
Inside of the drum is the shoes and springs that make the drum breaks work.
In the middle either above or below the center of the axle is an adjustment device.
It connects the two break shoes and looks like sorta like an H on it side with a long center and a gear on it. That gear can be turned with a screw driver (more like forced up and down to create a circular motion) this will either lengthen or shorten the adjustor. Longer is what you are going for a few clicks like 5-15 will likely do it... If you turn it too far the brake drum will not go back on the axle. It this happens turn the adjustor the other direction 1-2 clicks at at time until the drum goes back on the axle. If this does not work you likely need new wheel cylinders. These create the mechanical action, when the brake fluid is forced into them by the master cylinder, when you press the brake pedal.
The other poster suggesting new brake fluid may be right and it is another possible solution.
SOURCE: it leaks between the brake
If the leak is brake fluid you have a seal out of the master cylinder.
