You're on the right track. It's going to take breaking up the rust and getting a large wrench to get some leverage and twist it off.

Air tools? good heavens. Just get some classic coca cola and wait. She goes loose left handed. But make sure you undo the fixing of the nut first (the way it is secured not to turn loose spontaineously). At some cars there is a split pin, Mazda had those deformable ones which you had to cut partially. (And new ones ready)

remove the rotor with the lugs in it - take it to NAPA - they will remove the old one and replace it with a new lug bolt/nut combo for the price of the parts.
