It is not the battrey,checked fuses,can a fuel pump stick
I agree with Peter, try another relay first. If the van was sitting for several months, the screen on the pump may be clogged.
You need to know if the pump is getting voltage and ground at the tank.

If it is 13 years old replace it

The fuel pump power on the Windstar is controlled by a component called a Constant Control Relay Module (CCRM).
Its located located on the driver's side of the engine compartment.

All these systems are controlled by the GEM, that is the Generic Electronic Module, have Kragen run a quick test and see if the system has codes, but most likely the Module is defective, it is located on top of the fuse panel to the left of the steering column. I have 30 years as a Ford tech so I am pretty darn sure of this diagnose.
