Its most likely the ETC sensor. Its located on the side of the head on the cooling flange. Very easy to replace just unplug the wire and slide the clip out of the side. You can get one from VW for about $25. Make sure to get a new o-ring with it.
I have the same problem with my 02 jetta 1.8t ... im pretty sure that it just means that the engine is too cold.. after the car warms up for a little while, if you restart the car it should shut off.
