Go to autozone or local auto parts store. Pick up the car specific fluid and pan gasket. Similar to the engine block with it's oil, the transmission block has a pan for it's fluid. It should be as easy as jacking up your car, finding this transmission pan, loosening the 8-9 bolts in a pattern that drains the fluid into your pan and not your mouth. :D make sure your car isn't hot or been used in the past hour. you want to loosen these bolts together so that you don't damage the pan by warping it. TIP: after cleaning the magnet inside the pan use a bit of the new fluid to lube the lip of the pan and new gasket to ensure a secure fit. :D good luck.

If your talking about what would a dealership change, it generally consists of a tune up, including spark plugs, plug wires, air filter, oil change, pcv valve, and fuel filter. Thats also usually when they want to replace the timing belts. There may be one or two other things specific to BMW, but generally thats what you can expect.

On the driver side of the transmission pan there is a fill plug. The car must be in the air and level. With the car running fluid will run out of the plug hole when it is full. This is no fun without a lift.

dot 3 or 4. dot 4 is retro changeable with dot 3, but if it has dot 4 don't put dot 3 in it.

It's a GM trans by the way.

How often should the transmission be dropped? The dealer says the c servive is every 35000 miles and my garage says every 100000 so i dont want to do it unless it needs it.

you dont have to "drop" the transmission, just change the fluid and filter every 36000 miles. Whatever is costs, it costs. Are you going to listen to some guy in a garage, or the manufacturer of the car? Is the guy in the garage going to help you pay the bill when there are transmission problems? why take a chance?

Should a 1999 323i BMW transmission fluid be changed when it's mileage is 197,000?????

BMW says that the transmission fluid is permanent. However, you have to keep in mind that they do not greatly care whether a car lasts 200k miles or 300k miles, so long as it makes it though the warranty period.
BMW also said that the previous generation (e36) fluid was permanent, and that has proven to be untrue.
I believe that the 1999 323 uses the later, really expensive, synthetic transmission fluid, so brace yourself for a hefty bill.
I recommend replacing the older generation fluid every 50k miles and the newer generation (yours) fluid every 100k miles. My wife's 330 is approaching 100k miles and I intend to replace her fluid soon.

I would always change Auto fluid & filter every 50,000 miles irrespective of what the manufacture states - it's cheaper than a new transmission!

breakdown happens and should be replaced as a general rule whenever you replace the transmission fluid. That should be 75000-100000 miles.

Well, I'm not really sure what the manufacturer's recommended interval is... But to be honest with you, once every 100000 kms, or 5-6 years is plenty for a transmission fluid/filter change is enough (yes, there is a filter inside the pan of the transmission, assuming it's an automatic). But, if you notice problems earlier (transmission starting to slip, fluid discoloration, or any other transmission related driveability issues) the first thing to do would be to do a transmission oil/filter change as soon as you can. Beware of these places that offer a transmission flush, that's about as useful as putting winter air in your tires, and costs money for nothing.
