Adjust the neutral safety switch (if I remember correctly it's behind the shift arm on the transmission on yours.) Switch also sets point where trigger for starter operates so make sure both are working when you have moved the switch. If you can't get both to work properly, switch is worn and needs replacement.

THE horn piece should turn with the wheel lock plate. if it does not then something is not installed properly

If the car starts in first, it sounds like you have a problem with the lock cable. There should be a cable from steering column to shifter that prevents the shifter from moving out of park.

Remove the center console and examine the cables. Disconnect the one from the steering column and see if that frees up the shifter. If it does, you will need to find out what is jamming the steering column. Check the cable for frays 1st. Then make sure you didn't drop something down the center console, last look at the cable connection behind the ignition key.... when you are poking around the steering column, disconnect the battery and let is sit for a few minutes or you risk the air-bags blowing up in your face.

A long time ago, I melted a gear shift cable when I didn't have a good ground on the engine block. When the car started, the power when through the shifter cable and it must have gone red hot and melted.

chances are the linkage has come apart on the side of the transmission

SOURCE: I'm looking at purchasing a 96 chevy c10. It has the 5.7L vortec with manual 5spd transmission. While test driving the transmission grinds in 2nd gear everytime you shift gears. All other gears shift

The synchronizers are bad. Costs about $200. But I check and replace bearings. Also check gears. About a $1500 job. You pull the transmission. I pull, $2500. I replace the master and slave also.

How do I relplace gear shift?

If you have a stick shift ( floor shift) remove the boot around the gear stick and the insulation on the floor to reveal the 4 bolts that hold the shift turret on to the top of the box. Undo the bolts and lift the gear lever assembly out of the gear box.

Won't go into 4 low

Have you tried shifting the automatic transmission to neutral, or if manual transmission- place shift lever to neutral position, then shift the transfer case to neutral position wait a couple seconds then try shifting to 4 low- if you have manual hubs, engage those last. This removes most of the potential mechanical resistance that should allow for the transfer case to shift.

If it still will not go into 4 low you may be dealing with damaged teeth, bent shift dog or worn internal bearings inside the transfer case. As I recall, that was NOT a shift on the fly transfer case.

replacing the transmission is a last resort
problem could be dirty oil or spool valve problems or low oil pressure problems
take it to a professional autom transmission shop for a proper diagnosis

'78 VW TYPE 2 SHIFT COUPLER?

Short answer...not too tough.
Longer more useful answer...
Get quality urethane replacement.
Put car in 1st with gear lever.
Block wheels and climb under with (I think10mm and 13mm) wrenches.
Undo grub screw on coupler (to linkage).
Undo through bolt on coupler.
Push linkage forward and remove bits.
Replace bits with new ones and replace through bolt.
Have friend carefully put shift lever in about 1st gear position and guide coupler onto other shaft.
Tighten grub screw.
