I looked up a 2000 ford focus (not sure if being a ghia makes a difference) but it says the panel is just below and to the left of the steering wheel. I would guess if it is actually there, you would have noticed. It might also be on the end of your dash, facing the door. You would have to open your door to access the fuse box. I spoke to an ASE certified mechanic friend of mine. He said it should be just below and to the left of the steering wheel but that a lot of cars now do not have an interior fuse panel. They are beginning to install them under the hood only.

it sounds like the switch as broke were the hand brake lever is what you need to do is were the hand brake is there should be some sort of caseing around it you need to unscrew this in there they will be a black thing that when you put the hand brake down it will sit on this button to make it go out then when you pull it up it will come on again. so you need to find it check all wires are on and that the brake is sitting on it right if not replace it.. hope this helps you please leave feed back if it does..

I know it's late, but you have a bad microswitch in the handle. I had the same problem with my 2005 focus. It needs to be replaced, that's it.

Hello, One event I have found says this is a short in the wire that runs from the ECM to the Immobilizer. This was an overseas posting and the Immobilizer could be the Inertia sensor or the Antitheft system. On the vehicle I found, the wiring loom rubbed against the starter. So if you have any wiring looms running under the car, it could be a hot exhaust or Catalytic converter rubbing into it as well.
You can try Autozone, Oreillys, or Advance for a free scan. Their scanner may be successful as this problem may have developed more symptoms. The pullback is a significant indication as to what branch the problem stems from. It may also help for the mechanic to put the car on a lift and run it, then look for smoke.
There is not much to identify this problem on the internet. I hope my solution is very helpful in providing a direction to fix it. You can print this message and show it to Ford for reference.
