It's the headlamp relay #46. If you want to test it, swap it out with the cooling fan relay #45 and see if your headlights work. If they do you know this is the fix. Found the solution online a couple of years ago and it was spot-on. The part was $45 at autozone at the time.

SOURCE: 2004 envoy xuv low beams dont work switched fuses 45 and 46 still nothing any ideas

Other possibilities are; the bulbs themselves, burnt or corroded bulb sockets, or a bad headlight selector switch.

SOURCE: GMC Envoy 2003 SLT only the parking lights and fog lights work. The low beam and high beam don't work. Please help

Well, the problem is that I dont know the reason, you should investigate. There could be issues with lamps (must get new) or electricity problems (must head to auto-service)

SOURCE: 2004 Envoy, low beam headlights turn off on their own.

the daytime running light module is no good.,or the relay is overheating and cutting out and comes back on when cool.get some freeze spray from an electronic supplier and spray the suspect component when it stops working.the -60f will make it appear fast..cheers

Someone would need to check for voltage output on the dimmer switch for low and high beam.

2003 GMC Envoy low beam head lights will not come on. The bulbs are not blown, fuse's ok, no power coming to the head light connector. minimal power to the fuse compartment with fuse removed. 9 to 10...

The problem is a Headlight module. Fuse box under the hood has two black modules side by side, the one on your right is the headlight module the one on the left is the fan module. Try swapping them, if the headlights work replace bad module, don't drive vehicle with the bad module in the fan slot. Mine kept going bad because I had a high intensity bulb on one side.

Low beams dont turn on........... bulbs check ok...................fuses under hood ok.............need help

{: ) I wonder how you checked the fuses and the bulbs. Did you check also the HDM fuse 15amp and the HDM relay both at the underhood fuseblock? Turn on the low beam and check for 12v at the LO beam fuses. If there is voltage at the fuses but the low beam ok bulbs won't light, then there's a wiring issue from your fuseblock going to the bulbs.
But if no voltages on the LO fuses when the low beam is switched on, then the problem could be on the HDM fuse or relay, the headlamp switch, the BCM, or even the fuseblock.

Need to replace low beam bulbs in 2004 GMC envoy. Help?

Lift hood, at top of each headlight assembly look for two L-shaped tabs. Pull these tabs straight up, this will release the headlight assembly. Lift assembly forward to gain access to rear of assembly. There two rubber caps, the top one is for access to the low beam and the bottom for the high beam bulbs. Remove the appropriate cap, grasp bulb socket and turn CCW to release. Unplug bulb from socket by releasing catch on side of socket, install new bulb, DO NOT touch bulb glass with fingers. Reverse steps to re-assemble.

A new one is needed
The directional lever you pull up on to switch to high and low connects to a rod which is going to the high beam switch at the mid section of the steering coluum. It is a headache to change for your on your head replacing this part
