Neither the cooling fan for the car or the internal one doesn't work either.thier is heat and the cooling system works any ideas

They are on two different circuits and not in any way related?
If your checked the fuses and replaced the relays.
Try changing the tempiture sensor for the engine fan.
For the interior fan check the relay that is under your dash mounted on the fan they are famous for getting to hot and melting the connector

Where is the cooling fan relay on my 1991 pontiac 6000le 3.1L?

I believe the cooling fan relay is located on a metal relay center bracket on or near the firewall. It should be a relay that is oval shaped, with 5 pins. I hope that helps.
