wow no year car, now that is a challenge , no?
abs is first.
first- first are brakes.
abs stuck on key on and running full time right?
so check brakes for damage or worn out.
brake fluid level not falling? look yet? look when checking oil every time.
abs can not work on cars with bad brakes, (its not god like)
then check for ABS sensor damage and its wires. under car.
then scan the ABS. got errors, sure you do.
but what? you didnt scan it first.
or read the manual> RTM?
its only 4 bucks to read it.

My Toyota Harrier 2003 Premium L ABS and Handbrake indicator light is on sometimes but my mechanic has check on the brake pad, brake fluid and others everything seem to be in order but just don't...

Could it be a broken abs speed sensor wire to one of the wheels . And for the hand brake sometimes on vehicles with the handbrake between the seats some junk will get in between the brake lever and the down position causing the light to intermittently go on or could be a switch or wire thing again .

Abs light and battery light

If your battery light is coming on, and shutting the car off when it does, it might be time for a new battery - when was the last time you had it replaced?
Typically the ABS light and battery light are not related - you might have two separate issues with the vehicle. Why is the ABS light on most of the time

There is a problem with the abs system itself. Use an IBDII scanner to pull any codes out of the system. Most times an ABS light means one of the ABS sensors is bad.

No rpm and oil \ brake ,abs lights on ,some time

Im been having same problem. So far it since to be ABS Module. I will recommend to have reading of ABS with a code reader with abs reader. regular code reader wont work. In my case i need to replace ABS module, but maybe in your case could be a wheel sensor, a cable, rotor,etc. If you need an abs module best thing to do fix it with http://www.modulemaster.com/en/services/abs.php. dealer price is $1400 and so it's either dealer, junker (EOM PART USED) or repair.
