I have a rover 25 diesel when I first start the car, or when it has been standing a while, I put the car in first gear to pull away, I put my foot on the excellerator and there is no power at all when I pull away it just drags, after a few second with no further presure on the pedal the car just shoots forward.

If it is and automatic, put your foot on the brake and rack it through all the gears and back into Park.

how many miles....diesel is only fuel and air ...this can actually be a tranny issue also..did you get fuel recently ....open up the water petcock usually under the fuel filter on european cars...check fuel filter and air filter..is this a maual or auto ?
I am only answering for one reason. If it that you can't get it to go into any 4WD position, try getting the Rover to "roll" (slightly) to assist you in "slipping" it into 4WD. If you have never put one in 4WD before, you may find (front tires, center hub) two "turnable thingies" which are "hub locks" that should be "IN" or "ENGAGE". Put your Rover in first gear, get it rolling a tad, throw it into neutral and pull the 4WD lever before you stop rolling. (Usually, you just stick it in Neutral and pull the 4WD lever to where you want it). Land Rovers are like Jeeps and like to fight you using that 4WD selector stick. heheh... diesel engines have loads of pulling power(towing/loaded)but you need to use the gears to keep the revs at peak torque.1st is a crawler gear(very low ratio).put car in 3rd going down steep hills saves the gearbox overheating.....
I had this problem with my rover i just put my foot on the clutch and pulled it really hard and it came out .i would check the gear linkage if it does i again.
let it thaw out ,then see if you have popped a core plug ,if no leaks then put in 3 litres of pure antifreeze and then try starting .petrol or diesel because if its diesel then the fuel could be frozen as well
The gearbox needs to pump oil to the tourque convertor to move the vehicle forward.I would suggest having the oil level and quality checked.Let the vehicle warm up a bit before pulling off.
