Why is there a blinking orange dash light when the car is off?

Check the fluid levels in the gearbox

Can you scan it for codes and post the code numbers ? Thanks

check the key and tumbler it has two orange wires that are notorious for breaking and activating the security

i have s40 1999 volvo interior lights and stereo was not working but dash lights and headlightswhere fine, also i had car with cross on dash bottom rhs in orange on. replaced 10 amp fuse in main fuse box under the hood rhs. it is located in triple fuse holder. it seems hard to pry of but flat bladed screwdriver new fuse all lights working and orange warning light gone.

Since your question is listed as a 1999 Saturn SL and a Toyota 4Runner, I will answer both:

1999 Saturn SL
Typically the orange exclamation point dash warning light is indicating a problem with your brakes, parking or hand brake. Check to ensure that your emergency brake is completely disengaged.
Check to ensure proper brake fluid level.
Otherwise this could be indicating a problem with the ABS system.

04 Toyota 4Runner
Low tire air pressure. Inflate to approximately 32 PSI should correct your problem.

try using key in driver door locking it then unlock it see if that works

their is two wires they are white and go in to a orange sleve that sould be on the ignition switch, that is part of the security system in the car. It runs down inside the colunm and plugs in uder the dash. This is most likley your problem, the wires might have a short.
