SOURCE: 2005 PONTIAC mONTANA-NO HEAT
Had the same problem with 03 Montana and it was the actuator assemble. It controls the hot and cold air and controls all of the other functions....defrost, floor etc...

NOTE: You must have the correct part number on the remote for it to work. The part number you need is 15732803.
Transmitter programming per the GM manual:
Before entering the programming mode, verify the possession of all the transmitters you will be using on the vehicle. Once you program the transmitter, the memory erases the other transmitters. You may program up to 4 transmitters.
DO NOT turn OFF the ignition . If the switch is turned OFF the first transmitter becomes inoperative.
This should work for the 1997 and 1999 Bonneville's. Good Luck. Keep me posted, be glad to answerer any other questions you may have.

I will have to think about this one.maybe you could make sure your temp.door is actually in the commanded cold position.
