I need to open the hood of my Subaru, Jack, so I can check his water and oil. The hood latch cable came loose. How can I open the hood?
I just helped my brother get into the engine compartment of is 1996 or 1997 Loyale when his cable broke. I used a loop of hanger wire, bent it in half then bent the loop so there was a kink in it about 45 degrees at about 2 inches from the end. I was able to go to the back of the latch (closest to the engine) and with a couple of false starts I was finally able to grab the latch that held the hood fast. I had him put a bit of pressure on the hood to release the tension. When I thought I had it, I could hear the spring, I had him release his hold and pull up on the hood. I came up to the second latch down and we were in. I used the coat hanger to make a temporary pulling device to use at the grill.

If the cable link to the latch is rusty or broken you have to take the front grid down. It's relatively easy. It's held there by plastic fasteners. Then reach for the latch with you hand, or the leftover broken cable. Pull it, it should release the first latch, than you just have to get to the security latch, like you usually do to open the hood.

Unfortunately, you will have to remove the panel of the door, Use flathead screwdriver to pry open. It is very likely the spring fell off.
