SOURCE: Clicking Noise when trying to start vehicle
check your key remote if it is not programmed the alarm will go into the kill switch mode and will not allow you to start your engine Having the same trouble with one of my keys I haven't found a way to reprogram it without calling dealer and paying a chunk.
SOURCE: 1998 Dodge Stratus won't start
there is a 20 amp fuse under the hood that blew on my 96 stratus that caused the same problem. check that out, maybe the same thing. good luck.
SOURCE: Car takes a long time to start, won't go over 2000 RPM
could be a host of problems . but the most likely is the tps or throttle position sensor @ least that is where to start

it sounds like your lock rod cylinder in your sterring colum is broken. That can be expensive to fix! $500 or so. There is an alternitive though. Go to a alarm and window tint shop. Have the install remoteless key start up on you car. Car will start up fine. All your doing is bypassing the ignition swith and sending a signal to your starter directly. It will work beleive me. To check if this is your problem run a cable or wire from the starter to your batter from under the hood, if the car starts(make sure the keys are in the on postion) its your lock rod cylinder! If it doesnt its a bad starter or ignition switch...most likely ignition switch.
