There are five safety recalls on the 2003 Elantra. Two are related to a valve in the fuel system, one to a rust-prone suspension control arm, and two to the rear brake lines.

Check the cruise control fuse. you have two fuse boxes; one underhood and another under the dash on the drivers' side.

If gauge still shows empty and light is on then inside tank there is a arm thats prob just stuck remove lower rear seat and will see entry to tank gauge has about 3 to 4 screws open and check if arm is down or floating .

remove pinch bolt and ten pry lower control arm down.

It sounds like the arm or stud or both may have stripped out. If there is a cap on the bottom of the arm there may be a nut under it. Take a look the nut might just have to be tightned. If not then remove the arm and look carefully at the arm and stud. If these appear to be ok chances are the link under the cowl that connects the left wiper link to right wiper link has broken. you could have bent the strut or the lower control arm. or the ball joint. you can find most of these at a salvage yard to save money but after fix you will need alignment.

The OE alarm is part of the ETACS
To disable it:
1) Sound the alarm
2) Put the key in the ignition and turn to start
3) Hold there until the alarm turns off
You should now be able to start the vehicle. The alarm will remain dis-armed until armed through RKE
