SOURCE: 1999 honda accord ac / heater fan control
Hi! The speed control is defective. The terminal 1&2 could either b worn or burnt out.
SOURCE: AC fan doesn't work
Alright when it only works on high speed, then usually the resistor between the controls and the blower motor is bad because the default if on is at high speed so I would replace that first since it is much cheaper than replacing the blower, then if the blower is still making a bad noise, it is wearing out and needs to be replaced too. Both of these parts are under the dash on the passenger side. If you want a diagram, then I advise buying a Chilton or a Haynes manual from a local auto parts store especially if you plan on fixing it yourself. Let me know if you have any further questions.

Usually when the blower fan only operates on hi speed, its because of a failed blower motor resistor. You still have hi speed because on hi, the power going to the blower motor goes directly to it, as opposed to the lower speeds, when the power is routed through the resistor, thus lowering the voltage, which in turn lowers the speed of the fan. The resistor is usually located near the blower motor itself, under the hood back near the firewall.

The blower resistor will keep it from working on anything but high

I think it is the cabin/ pollen filter.
The noise is louder on normal AC operation cos thats when the air is being pulled in through the filter and the sound decreases with recirculate because the filter only functions for outside air.
Need to use a credit card or similar to seperate and move the upper dash centre piece towards windscreen, it clips off. Then open the 3 x torx screws and lift the dash on the passenger side. then remove the plastic cover (oddly shaped) it has about 7 screws, then twist and remove, it requires some real effort, then pollen filter is visible. replace filter and voila! it would make your AC perform like a new car again!!
Hope it helps,
