Console cover snaps up and off revealing 4 screws ahead of the shifter. 2 of them will unscrew and allow you to pull out the radio bezel. Don't disconnect ANY other wire plugs but the lighter wire or you will have a SRS airbag warning light stay on which requires dealer or scanner reset..

The dealership may be able to reprogram the computer, but it depends what controls it. It may be to stop the battery going flat, or it is a safety device to prevent fire if the vehicle is unattended. No one is going to leave the car running and the lighter jammed in..
There are several fuse locations in the xc90. Have you checked your owner's manual? I took my xc90 to the dealer and they replaced the fuse to my cigarette lighter as it was very difficult to reach under the steering col.
Here is a link to owner's manual. Be sure to check your fuses to see if you you can change the fuses yourself. Also make sure you put the right amp fuse in the slot. There is a tool in the fuse box under the dash at the door on the driver's side in my car. There was also one (fuse tool) in the s80 that I had in the same spot. It is probably a fuse. I had to go to the dealer to get a new fuse put in. I would have done it myself but it ward hard to access under the steering wheel. Hope this helps! My dealer put it in for the price of the fuse $1.00. A good deal I think!
Usually call "ACC" or "ACCESSORY"on most fuse blocks. Also sometimes attached to "RADIO" or dash lighting. You can buy a fuse tester inexpensively that you can test the fuses while installed to see which one is blown, thus finding the elusive problem.
