The light for the Airbag/SRS system is on because the system control module has sensed a fault and turned off the airbag SRS system. What you must do now is have a scan done of the airbag module to see what fault codes show up in the airbag modules memory.

You need to access the Airbag ECU (Electronic Control Module) using suitable diagnostic equipment connected to the data link connector of the car in order to erase all faults - DTC (Diagnostic Trouble Codes) memored, unlock and reset the Airbag ECU. Then the Airbag light will turn OFF after approx. 4 seconds, ignition ON.

Sorry, your question does not contain enough information for anyone to help you with your problem. For anyone to provide the information for you, they will first need to know the YEAR, MAKE, MODEL, and ENGINE SIZE of the vehicle that you want the information for.
Then it would be nice if you could elaborate on the problem. Does the engine run? Will the engine not start at all? "car seizes movement" is a pretty vague description of the problem.
