Just saw this post. Maybe you've already found the answer by now. I have an 87 new yorker. i have the manual that came with the car. The fuse box should be under the stearing column to the left. Cover pops off. The turn signal lamps take a 20 amp fuse. it goes in cavity #10

Check the vacuum lines to each door. They may be disconnected from the engine or cracked and leaking. The vacuum lines go back to the head light switch too so make sure all hoses are connected.

If you are getting leaks in the rubber hoses that connect to the fuel rails in the engine compartment, you need to replace the hoses. The collars on the vehicle end that are crimped on can be removed by carefully using a hack-saw to split them. Cut just deep enough to split the collar, otherwise, the tube will get damaged. Then get some rubber hose that is rated for high pressure fuel. (your local parts store should be able to help you with this.) Make sure the hose is pushed onto the tubes as far as they will go then use screw clamps to secure the hoses on both ends.

your heater hoses to your core are either bypassing the core or the valve is not working and stuck in the closed position.

Check heater hose routing up to firewall area, or back from, and control should be there in line.

No heat

There should be a thermal coil in it. I know that mid 90's dodge trucks had it mounted under a cover in the engine compartment by where the heater coil on the passenger side. It's about 2 to 3 inches long. Check on that it actually regulates the heat from your heater. Also check for any antifreeze leaks or sweet smell from your heater, this will be the first signs of it being the heater coil.
