Hello. Ive got a 2002 Saturn Sc2 3 door with 1.9 dohc engine. My radiator fan does not turn on. I'v e already replaced the radiator (because i had to, it sprung a leak). I've replaced the radiator fan (I know i should have tested it first but the car has 160,000 miles on it so i though it wouldnt hurt) also replaced the sensor on the engine block, no blown fuses and tried a new relay as well....Needless to say im am at odds on this..could this portion of the pcm be faulty by not telling the fan to turn on..
Your car probably uses a CAN-bus system where all the functions are performed by digital electronics.
I watched a guy on youtube tracing a fault with a cooling fan. He explained the engine management doesn't send a signal for the fan to switch on. What it actually does, or did in his case, was to change the duty cycle of the digital pulses and that was recognised by a sort of electronic switch somewhere near the fan.
He was using an oscilloscope to check those digital signals. I guess it might come to that but I imagine there are supplies and grounds to check and stuff like that first - made much easier if you have a wiring diagram.

Trace your wires from the Radiator Cooling Fan backwards to your fan relay. You may have a broken or exposed wire or wires that may be causing your problem. If no bad wires are found get an ohms meter and check each wire from end to end. The wire may look good outside but can still be broken inside.

Do both fans work for sure? You may want to replace the fans runs anywhere from 140$ up to 250$ depending on the brand.

There is no machine for this,however a VERY skilled auto electric shop might be able to help.They really have to have a Gift with car wiring to fix your problem,it can be FIXED,find the right shop in your area.I will try and think this through to help you,this is what I used to do,It's not a book problem it is experience that will fix your car. I do have a question? How does your car run without the AC on?

The seized radiator fan has probably caused the current overload that blew the fuse and subsequently damaged the fan supply relay.
Repair or replace the seized fan if possible.
If not able to replace/repair immediatley, temporarily leave the fan disconnected, but be aware it may cause engine to overheat when vehicle in operation and will definitly need to be fixed before the vehicle is fully serviceable.
Replace the fuse and fan supply relay if faulty and repair/replace any burnt wiring.
I would not recommend re-arranging the wiring or fuses in any way - as that may cause further damage - especially if you don't know exactly what you are doing.

A bad relay will not blow a fuse. The radiator cooling fan must run with the A/C on or the vehicle will overheat and the A/C will perform poorly. First I would check the draw on you cooling fan motor-it may be blowing the fuse, or you have a wire shorted to ground.

IASounds like the radiator fan motor is bad (not uncommon for a chrysler product)
You can replace the fan motor (DIY) for around $100 (oreily autoparts) or the the entire fan assembly for around $300 (DYI) .
Replacing the fan motor will take about 2-3 hours.....taking out the fan assembly will consume most of your time.
