3.why did you replace the pump? 4.some dodges need a scan tool to run the fuel pump to get the fuel system primed after replacing the pump. If the computer senses the engine isnt running after a few seconds it shuts the fuel system down. Happened on my friends jeep that was a chrysler system. Took a while to figure it out. The snap on red brick scan tool worked for this. Any scan tool(not just a code reader) that can get to functional tests of the engine computer will work.
Sounds like no fuel is getting past the pump,so get a scan tool capable of doing this,take hose off of fuel filter stick the end of the hose in something to catch the fuel that will come out and activate the pump. If fuel comes out the pump is working and the filter is clogged, if pump sounds like it is runnin and no fuel comming out pump is bad.If all is quiet pump isnt getting power.

There is not fuse for pump but a relay in the relay block. I do suggest jumping to see if pump turns on. Test voltage from ECM if needed. If voltage is to pump, then pump is shot. If not voltage, relay may be bad

Do a compression check, if you have lost compression on 2 or more cylinders try replacing the timing belt. If the compression is good across all cylinders and you have an alarm installed by pass the alarm by removing the in line fuse from the power line or cutting the power wire for the alarm.

The transmission can have mechanical issues as well such as no gear
engagement at all or a failed pump or other pressure related
problems. Also engine mechanical problems ca cause many
drive-ability related problem such as rough idle and other symptoms
