My father in Kent Washington, has a 97 Cougar that sometimes starts and sometimes doesn't start. Generally, he can get it to start after a couple of starting cycles when the weather is cool. He reports that if he pumps the gas pedal it tends to start on the first try. My question is; Is there a "cold-start" injector on the V6 fuel systems? He also has told me that he has never had the inline fuel filter changed and he is the original owner.
No ,this vehicle doesn't have a cold start injector . Plus the fuel filter wouldn't have anything to do with it either , cold or hot would act the same . I would have it checked with scan data , do you know what that is ? Could be coolant temp sensor , mass air flow sensor .

It is located on top of the engine under the throttle body, it sucks, plan on a whole day if you are a good machanic.

V6 ? 4CYL? Have you verified SPARK? Did anyone check the "fuel pump inertia switch?" Its in the right front kick panel. If it was a "Anti-theft Issue" the light would be on or flashing.

put a blow dryer on the distributaor cap and spark plug wires. somehow moisture is getting under your cap. it should start almost immediatly after you start drying it with your blow dryer
