This is an attempt to answer. My Dodge Grand Caravan has a sliding control for the heat/cool setting. It is marked driver and passenger so one can direct heat/cold where it's needed most.

Try disconnecting either the hvac control head for a few seconds or even the battery for 1-2 min.. If no change you probably have a faulty passenger side temp actuator.. Sounds like you have a dual zone setup, as in the driver and passenger can have there own temp settings.. There is a actuator for each side..

Does the system have dual controls ? One set for driver and the other for the passenger. Sounds like a dual control system- if it is then there is a problem with the controller.
I really can't be sure off hand, but what you wrote looks like the control valves are sticking(these flaps allow air to go different directions at the vents). its located at the heater core(towards the left side of the heater core) under the plastic just under the dash. you can manually move them, encase they are stuck, they do stick sometimes. while checking the vent doors, make sure your vacuum lines are connected. also check to make sure your vent hoses are tight. An electronic motor controls the temp door. Swap right for left to confirm component failure. Actuate the passengers side and look for the moving actuator
The wire on the back of the control is most likely broken, I had the opposite (drivers side allways cold) I dissconnected the solid light green wire and now have hot air all the time, I disconnect it in the summer for cool air, the part is very expensive, $70.00 at a salvage yard!
Hello. The side that is not operating properly has a bad temp door actuator located up under the dash. I am assuming this vehicle has driver/passenger(dual)climate control heat and cold settings. This is a very common problem on these vehicles. Hope you find this information useful!
Its more then likely the temp door broken or temp door motor broken/stuck. There is 2-3 of these motors under the dash on the side of the evap/heater core box. Some require extensive labor to replace, good luck
