SOURCE: horn not work on subaru forester
Their is no connection between your antilock brake system [abs] and your horn. Most of the time when the abs light goes on the problem is in the sensor and not the abs. Regarding the horn, I would check the fuse that controls the horn. look in your owner manual for the fuse diagram and replace that fuse with a new one the same amperage.

This is a typical form of either dirty injectors which you can clean with a high octane gas at least 2 tanks or you can get an injector cleaner which can put in when you have a low fuel about a quarter left.

Are there any other possible problems, or you are just not receiving spark at all now?
The coilpack could be dead and just need replaced. If you have a voltmeter or a test light, check the wiring on both sides of the coilpack harness to make sure it is receiving power.
I don't believe Subaru used ignitors past '99, but if they did, your should be located on the firewall behind the throttle body. Make sure it's plugged in and receiving power.
Coil packs do go bad from time to time. I had to replace mine in my
'98 Impreza a while back.
Goodluck!
