In most of the cases fan relay is in the blower casing and it controls the speed of the fan and if defective, fan won't work. Check on sides of the blower housing under the dash and you will see blower wires connected through this relay/controller.

Relays go bad, rarely. But it sounds like you already fixed this problem, now replace the bad relay ($25) and HVAC should work too?

Radiator fan wont kick on

Your vehicle is equiped with a fan swith relay fuse, it almost look slike a hazard fuse. When the fan wont kick on the temperature sensor isnt letting the fan relay know it needs to kick on. Rreplace the fan switch relay its the least expensive place to start. I had this problem on my 2003 Taurus.

Ac only gets cool when car is moving

Walk around front and make sure the electric fan kicks on when you turn on the air conditioning.
If the electric fan is not kicking on, the most common failure point is the relay. I have never worked on a fan on an e46, but a quick scan of the forums indicates that on this car, there is no relay but there is some sort of control box attached to the fan that turns on the fan based on a signal from the DME.
The complete fan with control box is very expensive, but one fellow reported fixing his electric fan problem with a new fan motor that he got on eBay.

Electric fan wont kick in jeep over heats replaced thermostat and two sender units

Sounds like your cooling fan relay is bad the jeep grand cherokees are known for this, first thing i would do is unplug the radiator cooling fan and run 2 jumper wires direct from the battery to the fan connector if the fan kicks on your fan motor is good and the relay is bad, if the fan doesnt kick on replace the fan motor with a new unit, the cooling fan relay on your particular model jeep is located under the passenger headlight and requires you remove the front bumper to replace it, however some people cut a small hole under the headlight to access the relay the faster way but if your not to keen on cutting holes in your car remove the bumper and replace the relay if the fan checks out and you wont be overheating anymore...

Over heats when idling but not when the air conditioning is on

Sounds like a bad relay to the cooling fan. When your air conditioner is on the engine fans run all the time, but when it's not it depends on a thermostat and relay for them to kick on at a certain temperature. I'd start the car with the hood open and the A/C off and see if the fans ever kick on.

Sounds like a bad relay to me. If you jumped the fan to the battery and they kick on, then the motor is obviously good. Replace the high and low speed relays with known working of the same type while running your a/c on high and on low. If they kick on now, you just need new relays. I'd imagine they're not kicking on when the engine is hot because of the relay rather than the sensor.

Bridge the fan temp sensor wires, if fan works, renew temp sensor.

Cooling fan

there are relays not just fuses for the cooling fan. look under the hood there should be a black junction box open it and you will see several little black cubes those are relays. if you have the owners manual they will show what each one is for. start the vehicle and let it get to operating temp 180-190 degrees your fans normally kick on at this point what i normally do is take the relay for the a/c clutch and swap it for the radiator cooling fan if the fans kick on you know it was the relay. if they don't kick on then you know that the temp sensor on the radiator is bad., but before you go replacing anything make sure that there are no loose or missing wires. that all mplug connections are tight and not coroded and that with the engine off that the fan blades spin freely. once checking everything and you still have an issue then the fans are bad and need to replace it.. please rate this thanks
