The light at the lower left section of the instrument panel, the fuel gauge, has gone out. It wouldn't appear to be a fuse so I'm looking to find out how to change the bulb in the instrument panel.

did you check your fuses, you didn't say what year the truck or car was, but i would stll check the fuses to see if 1 is blown. most of the time , the fuse boxs are under the instrument panel, or down by the left lower section of the floorboard,
Take out the screws holding the instrument panel in, pull it gently away from the dash being careful not to unplug or pull out any wires. there should be a plastic retainer that you and pull off to get at the bulbs.replace the blown bulbs and reinstall the panel..
The manual indicates Fuse 11 (10A) interior fuse box, INSTRUMENT PANEL LIGHTS.

The dial on the dashboard to the left of the instrument panel controls the brightness of the instrument panel lights. Turn the dial to adjust the brightness.
To reduce glare at night, the fuel and temperature gauges dim when you turn on the parking lights or headlights. You then adjust their brightness when you adjust the instrument panel brightness. Turn the dial up as far as it will go to return the fuel and temperature gauges to their daytime brightness.

The bulb is probably loose and/or burnt out. If you are mechanically inclined you can tackle this job... This procedure is the one i use, most often it's the blue high beam indicator bulb that goes so if you want to change it while your in there.....(hint hint) Disconnect and isolate the battery negative cable. Wait a good 2 minutes to allow for air bag deactivation...NOTE: USE CAUTION ...Lower the tilt wheel to lowest position. Remove the cluster bezel from the instrument panel. Remove the two screws that secure the upper mounting tabs of the instrument cluster to the underside of the instrument cluster hood formation of the instrument panel top pad. Remove the two screws that secure the lower mounting tabs of the instrument cluster to the instrument panel structural duct. Pull the upper mounting tabs of the instrument cluster downward, then pull the instrument cluster rearward far enough to access the instrument panel wire harness connector for the instrument cluster. Disconnect the instrument panel wire harness connector for the instrument cluster from the connector receptacle on the back of the instrument cluster housing. Remove the instrument cluster from the instrument panel. Now do you remember which bulb it was? You can now see where the check engine light bulb is mounted. Twist and remove, install in reverse order. In some cases they are just loose or not making good ground, but after going through this just to access that lil bugger, i'd replace it. It sounds like you have some bulbs burned out in the cluster and cruise switches. I don't think you can just replace the bulbs in the switch. You can replace bulbs in the instrument cluster.
yes there is light bulbs behind the instrument panel easy job to do your self they just turn come out and put the new bulb in. also you will have to take your dash out it will have to bundels of wires in clips and one black thick wire from the back of it for the speedo that will clip in to
