How can you get the oxidation off of the body of the car without using a buffer/polisher? I want to do this by hand. Your help is appreciated.
You need to get a good quality paint restorer products, Meguiars is one of the best and worth the little bit extra, It will take a while to do but just be persistent and keep at it.

yes you can. it is near the center, a little to the left, start with a drill and drill a little hole so you can make sure your near it. but i dont suggest cutting it out.

If it is the block ,you can chase the threads but don't remove too much material. Use teflon tape on the threads and tighten .If the the fitting bottoms out ,you are going to have problems .

I can imagine why you wouldn't want to use a buffer to get the oxidation off of your Camaro. My car is also struggling with its body. It's not as nice as yours is, but there has recently been quite a bit of rust buildup.
