The second fuse panel is under the rear seat.
There are usually 2 fuse panels in cars. One is under the hood and handles the requirements of the engine compartment. The 2nd fuse panel is inside the car, in the dash, just to the left of where the drivers knee would be. Usually a detent in the dash where yooy can remove the cover
Hope this helps
Good Luck

SOURCE: looking for the fuse box
There are two fuse boxes on this vehicle. On the side of the dash and under the hood. Open the drivers door and on the side of the dash board (where the door would meet it) there is a panel that removes. Under the hood the fuse block is on the drivers side under a plastic cover. It will have a picture of a battery on it. Press in on the two tabs and remove the cover.

be sure the gate is fully closed or it will not roll up if it is firmly in place and still does not go up you will have to remove the cover and see if the actuator plastic has broken off from the switch, it also could be a bent rod and or the switch is bad. Check fuses as well just to be sure before going to all the other work to pull cover off. Hope this is helpful and thanks for using Fix-ya.

Fuse #41 in the rear fuse panel located under the rear seat.
Try to see if the bulbs blew out by replacing the bulbs first. If they still won't light, it could be bad grounds or connections or bad continuity in the wiring to the headlight relays or switch. Good luck on this repair.
