With the engine off I can hear the wiper washer pump continue to want to operate and I can't locate the correct relay. Also, I no longer have working heater blowers.

I had this problem on my '98 Ford Escort ZX2.
It did not need a new blower but a $15 Blower Motor Resistor. The wires and connectors rusted out.

first of all check all the fuses and then try a salvage yard for a used blower motor

Replaced the ignition switch, the circuit breaker in the ignition switch wears out, the ignition switch powers the fuse box. You can get a new ignition switch from napa for $128.00 do not get it from the dealer, they sell it as a kit with door locks as well so that the key matches, and then you are lookin at $249.00. Unhook the steering column and drop it so you can drill out the ignition switch assembly, that is a short cut so you do not have to pull the entire steering wheel off. Consolo Automotive

Disconnect blower motor & try another fuse....if it don't blow fuse then blower motor shorting out..

Ok, first off, check the fuses under the dash. If they're all good, does the blower work only on high speed? If yes, then you have a bad blower motor resistor, which is located under the hood, near the blower motor itself. If the motor doesnt work at all at any fan speed, make sure the wiring harness that plugs into the motor under the hood is clean and tightly installed. If it still doesnt operate, sometimes tapping on the blower motor housing will kick it on, but if that doesnt work, you may have to replace the blower motor. They are available aftermarket, and arent usually too expensive.
