The 1998 Escort has the fuel reset botton located near the drivers side door near the bottom of the dash. Small panel - pop out - press button - IF and hopefully that was the issue. This on a 1998 Escort SE with an SPI engine (non Zetec)

If you mean the fuel pump re-set button, Fords used to put them in the trunk area, maybe behind a trim or moulding piece. If it's not there, you may have to check with the dealer, or someone familiar with later Escorts. Good luck.

Check fuses and relays. Also check for voltage going to pump if pump is working you have a blockage in the fuel line.

Need to reset fuel shut off button

look under floor mat in trunk and you will find a small door above the fuel tank. Open this door and using a slotted screwdriver turn the valve head 90 degrees clockwise or 1/4 turn. Then pump gas pedal 4 times, click your heels and turn ignition key.

The engine tuns over but will not fire. Not sure if it's the fuel pump, filter or ignition system. Any suggestions on wher to start first?

There should be a pressure testing port on your fuel rail on most cars it is a shrader valve the same as your tires only this one is all metal. With the key on and covering it with your hand to keep it from going everywhere press in the valve with a small screwdriver if you get gas squirting out everywhere your problem is in the ignition. If not then you'll need to replace your pump and filter in the gas tank.
