Hello Darren, there is not special tools required.Just open the plastic cover from inside/against the mirror and you will see 2 or 3 bolts with 5 mm Allan key head.Good luck
On my Samurai the rear seat belt retractors bolt to the floor behind the seat almost against the tailgate . The other end is attached to the rear seat in the middle ( 2 passengers in back only ) . As if there was enough room for more ! You could probably find some seatbelts in a junk yard on a wrecked Samurai. Or maybe online .
