My 1999 turbo impreza wrx has same problem. For months I put up with it hard to start and I would have to sit in and idle it. The car ran terrible it was fumey and blew a bit of white smoke. The idle would rev up then down constantly. I took some advice and my son cleaned the MAF sensor. Buy a new MAF or get some MAF cleaner spray. Once I drove it I instantly found the car idled better and it ran like a dream , even started easier. It's like the car could finally breath.take the advice and clean or replace the sensors. We also took the pod filter off and replaced it with a standard box. We did this with our other 99 Sti as we kept going through MAF sensors the cheap ones used to last a few weeks then the cars would run bad again. Once we were rid of the pods and replaced with the standard air box which had genuine Subaru MAFS we have never had a problem
Check if you have rough idling as well. You may want to clean out the MAF sensor found at its intake manifold. You may use carb cleaners to spray it or tuner sprays. Other than that it could be loose wiring or vacuum hoses. A faulty or dirt Idle Air control valve may cause the problem.

Thanks so far, not good. Replaced mass airflow sensor (new) and idle contol valve (used). Now won't even start. Started a new stream too. It is really a legacy 1995. Not sure of the mix up. Thanks for ideas. It did run great once when warm after replaced MAFS but not quite right yet, it still didn't have power. But once it's rolling it changed gears well, didn't start from stop well through.
hmmm.... you may want to inspect the wires for loose connections and bad wires. Check first the battery terminals see if you can remove the cables with just bare hands. If you may have to tighten them up if they can come loose.
