Already checked fuses and replaced blower motor

Replace the blower motor relay, it is located in the underhood fuse (driver side) box GM part #15016745

first check the fuse or relay.. this will be the cheapest sollution and easiest to check.

HTR fuse is for the blower.
Your model has a thermal switch - that prevents the blower from operating until the engine is at (about) 95 Degrees. Two possibilities here, the heat sensor and the switch connector.
1. Remove switch connector and jump connector terminals. If blower now operates, replace switch.
If not.....
you have either a resistor failure in the resistor connector or a failed wire between the control switch and the blower....
do you need more detail?
'98 model may have a switch (3 position) for fan speed. I would suspect the switch first (after having demonstrated that the blower DC motor works).
With the switch on the "next to highest" setting, move the control from "VENT" to Heat to A/C.
If you get ANY fan noise, the issue is with the function selector on the Environmental Control panel
If you get NO fan noise, then the fan control switch
