Where does power window circuit breaker power comw from?
That circuit breaker only has power with the ignition switch in the "ON" position. It does not have power in the ACC, START or OFF positions. The ORANGE wire leading from the ignition switch Pin "C" delivers the power to the Right Instrument Panel Junction Block where the window circuit breaker is located.
There are no other fuses or circuit breakers between the window circuit breaker and the ignition switch. The radio also gets power from the ignition switch, but from a different circuit. If there is no power at the window circuit breaker, then you need to check for power at the ignition switch per my original post.

remove the door panel, from the inside you should have access to the window. lift the window up unto the raling. Check to see if the railing is not bent or why the window came off the railing.
