Ugh, I once tried to remove a REAR seat belt in a Jeep Cherokee that had a tear in it, and I couldn't get the $&*&$# thing out. Check your front belt again though, are you sure it's an allen head bolt? I think it may be a torx head. The torx is more of a star pattern, each indent is rounded, where the allen head is a definite square flat edged pattern. Hope this makes sense. The point being if it is a torx head, you won't get it off w/ an allen wrench, you need the torx. You can buy a set to fit a ratchet, just make sure it has one that's large enough.
