Although the Mitcell fuse legend does not list it as such, their wiring diagram shows the park lamp relay (which should power up the tail lamps) to be powered by fuse number 38 in the central junction box. 20 amp

68 Ford F250 turn signals not working- 4 way flashers work, signals do not?

May provide some info, hope it helps.
Relative had a 60 galaxy and found the ground wire in back coming from tail lights had bad rusted connection. They were connected to body. Check power and ground connection. Check fuses the link below looks like separate fuses for turn signals and emergency flashers I think you have separate flasher for both also. I saw on one link they suggested trying to swap flasher to see if you had a change. I believe the link said the emergency flasher is heavier duty but for the most part the same.

1993 Ford 350e turn signals not working bulb ok fuse ok new flasher

If the emergency flasher works, the turn signal lever switch or the wiring to it is most likely the problem. If one lamp does not work even when a new bulb is installed, but other lamps do, check the wires for cuts or breaks, and check the connection of the ground wire to the body - corrosion of the ground terminal or the body steel around the connection screw can be an age-related problem.

If neither the turn signals nor the emergency flasher blinks the signal lamps, see if the brake lights work. If they do, check the wiring to the flasher unit, particularly if someone has worked under the dash to change the radio or do other maintenance, or if something on the floor was pushed up under the dash. Remove the flasher and check for voltage on the flasher socket with the emergency flasher turned on.

Check fuses also check flasher relay. The brake light switch which is located by the brake pedal. I believe your problem will be a fuse

I have 2002 Ford Explorer turn signals and emergency flashers work no break lights? Fuse or switch?

David I would check your brake switch. If you have volt meter you should get voltage on one side then push brake now should get voltage on both sides.

Light switch gone bad?

The light switch controls the tail lights. Look for a fuse for them first.

2000 Ford Excursion signal lights and hazard lights do not work?

There is a turn signal/flasher relay that has probably died. They are usually plugged into the cars fuse box. Get a new one from a dealer - they are cheap enough.

No trailer turn signals tail lights work . you

If it is a factory trailer package then there are fuses for the left turn signal and the right turn signal for the trailer connector. Check your owners manual for the location of these two fuses.

Brake lights only show on center 3rd high stop tail lamp

Yes, the flasher does interrupt the brake signal. you do know that this is a push on, push off switch. Some try to pull this switch to turn off flashers, but, it has to be pushed again to turn off.
