About your 1994 Ford Explorer 4.0L MFI 6cyl. the Flasher is located:
Front seating area, driver side, driver side of steering column, behind access panel, mounted on fuse panel (for Turn signal).

Well your not going to like this but I think I can help im assuming you checked all the fuses inside the car and under the hood ? if there all good your problem more than likley is in the BCM as it controls the lights and blikers BCM stands for Body Control Module. good luck :)

All fuses are good.
Is possible that you have some short there or the flasher devices was burned!
My right rear brake light and blinker quit working. But my tail light is working. And they are all in the same bulb. I replaced the bulb and the brake light and blinker still do not work. But the left side is fine
